That was the plan, yes. I was imagining the stress of reunifying with the remnants of the DPRK would have some unforeseen consequences for the ROK.
Makes sense - a presidential system would probably de facto favor the South over the North. (Arguably IOTL it already favors conservative Gyeongsang over liberal Jeolla…)
