Most plausible alternate Axis powers?

I'm going to make the radical suggestion of Poland.

There was a degree of Polish-German reapproachment in the early 1930's, which if the Polish government saw the Soviet Union as a greater threat than Nazi Germany might lead to some kind of alliance.

I'd fully expect the Germans to stab the Poles in the back at the first opportunity though.

That'd be a fascinating AH, especially if the war ends before Germany can pull off their backstab and the plans come out later. Would people spend years claiming this was an Allied fraud done to make Poland the 'good Axis' for postwar realpolitik or would a lot of Polish veterans go "that makes sense"?

Paraguay's dictator declares for the Axis, knowing that he's fairly safe from [direct] US intervention and hoping to pick something at the peace treaty after Germany wins. Possibly nothing else happens about this until Brazil joins the Allies, but maybe it pushes them into doing so earlier than IOTL.
