WI: Serbian Lukashenko

Serbia’s position in the Russo-Ukraine conflict is a complex one as both the pro-Russia and pro-NATO sides have criticized it for not doing enough to help their side. I don’t know how to get a pro-NATO Serbia, though an interesting hypothetical would be to ask what if Serbia had its own Lukashenko/pro-Russian leader who would be known for causing problems for the West? How would this change international affairs?

The problem is that, unlike Belarus, Serbia doesn't border Russia and, thus, its freedom of action is limited.
