Who chooses the cover of a modern release of Mein Kampf? Do they go in wanting to entice people to buy it?

I'm guessing it's something to do with "historical significance", although the blurb on that version is a bit unsettlingly "balanced". The cover appears to be Hitler standing obliviously whilst several Grumman F6F Hellcats fly towards him.

Attack of the 50ft Hitler sounds a much better read than Mein Kampf.
