The 2000s without 9/11

Islamic Emirate of Afghanistan is harshly criticized, and might see slight reforms as far as international policy is concerned, as they are in 2021-2022.

Iraq, Syria and Libya are decently strong Pro-Russia powers. Significant conflicts between Iraq and Syria. Saddam Hussein could likely rule till the age of around 74-75, meaning around 2011. What happens after is a mystery. Iraq could get less authoritarian, more or stay the same after Saddam's rule, likely succeeded by sons. At a neutral scenario, each of those could look like a Jordan of the 2022, in 2022. At best, they could come up to the level of Turkey. Not bad compared to OTL.

Israel could either be far threatened far more, or see a zero threat if a Russia brokered deal is signed with Iraq, Syria, Lebanon and Libya, eventually.

NASA would likely get more budget and hence Space Technology could progress quicker. Late 2000s could see plans being made towards Mars Spacecraft as it would otherwise happen in 2026-2029.
 
Let’s say that Operation Infinite Reach is successful and Osama Bin Laden is killed on August 20th, 1998 and the 9/11 plot never comes to fruition.

What happens next? What do the 2000s and beyond look like without the September 11th terrorist attacks, Afghanistan and Iraq?
Al Gore comeback 2004! Seriously, the incentives for Gore to run again in '04 are much higher without 9/11. He just had an election stolen from him according to many Democrats and Bush is in charge of the US during a recession and doesn't exactly have an impressive record of domestic achievements. No Child Left Behind, tax cuts, what else? An amnesty drive? Anything else?
