Belated happy birthday to King Charles III. His 74th birthday was on Monday 14 November. This was his first birthday as King.

Is there any way to quote a post from a locked thread?

Yes. You toggle the bb code and change the post id and the content to the one from the original thread.

You can toggle bb mode on android too, on my screen it's the square brackets on the second set of dots.

That will then give you this thing for the quoted post rather than the default with no code.

Because you can now see the member and post numbers, if you then copy in the text of the quote you want to replace that, and the post number you want, which you can find by copying the url of the original post, you can imitate the post you want, so that if you click on that quote it takes you back to the original one.

Likewise you can change the member number and name so the new member gets the notification.

It's faffy to do that on android cos its faffy to copy and paste and select text on a smart phone, but it is doable.
