No 100 Days Penalty for France

France following the Hundred Days was penalized and made to lose additional territories. What if France hadn't lost such territories, and had also gotten to hold on a wee bit more of Belgium (based on what the King sought to keep prior to the Hundred Days)?

A lot of those regions contain coal deposits that propelled Belgium in the Industrial Revolution, so France will be much stronger. I do wonder if losing all those Walloon areas will, however, keep what's left of Belgium in the Netherlands in this ATL, too. If not, it's far more likely for something like the Talleyrand Proposal to proceed here.
