So my idea is... like by the 1970s South Africa ends Apartheid. Only how do you make people integrated? The answer by the government is cheap housing slowly letting more and more Africans live next to Whites. Only it is framed as "you do not HAVE to be near them." Over time the racism just kind of dies down cause people are living and working closer together long term. Short term... still racist as hell. But their kids are better.
