Two Sicilies survive

Originally, the Kingdom of Piedmont-Sardinia did not intend to annex the Kingdom of the Two Sicilies. The South was seen as backwards. It was only because of Garibaldi's expedition that it was annexed. So, what if it failed and the Kingdom of the Two Sicilies survived?
 
IIRC whilst the Kingdom of the Two Sicilies was fairly rich, the monies seized from its government making up a majority of the new Italy’s treasury, the King wasn't really a supporter of economic development taking the view that the least government intervention was best governance.
