Going broad strokes here, but I'll take a crack at it.

An earlier prospecting expedition to the Klondike and perhaps an earlier resolution of the Alaskan boundary dispute triggers the gold rush a decade or two earlier than OTL. The rush of people and handling of the territorial issue prompts construction of a railway to handle the influx, and since there are thousands of Chinese labourers already in Canada working on the Canadian Pacific Railway for cheap, why not contract them? Following OTL precedent of intermarriage and cultural exchange in British Columbia, the Chinese who do settle down rather than return home when the work is done find difficulty settling in white-majority areas due to racism and economic barriers, but are more accommodated by the Hän, and subsequently intermarry and live on the reserves, particularly in and around the area known as Dawson City in OTL.
