In several timelines featuring a Russiawank including What Madness is This and Tony Jones’ Puritan World, Russia annexes Anatolia and Persia. If Russia then became democratic and tried to federate them as federal states, could they become autonomies of Russia?

The first problem is that the Ottoman and Persian Empires were never weak enough for the Russian Empire to conquer them.
The second problem is that Anatolia and Persia were overwhelmingly Muslim and highly populated and would resist Russian rule.
