León keeps Portugal

Let's say Henry of Burgundy died early and never became Count of Portugal and, thus, León kept Portugal. If León didn't unite in the long term with Castile, it probably would become a larger analogue to Portugal. Because of the demographic difference, @archangel argues Galician-Portuguese would have eventually prevailed. Would León eventually move the capital to Galicia or Portugal?
IMHO, the capital would be more likely to be within Portugal for defensive depth.
