Rest assured that some people will jump to the conclusion the Nazis, the Italians, and the Japanese will win the Second Great War. However, find it more likely that the tensions in the United States will worsen and worsen to the breakout of vicious civil war. As in "The Falcon Cannot Hear".

Garner was a Segregationist and more of a Progressive then a Liberal. His would be a more Al Smith like fight against the Depression, not a Hoover bare minimum or Old Right do nothing program.

The Recovery would be worse compared to IRL but it would be a Recovery. I don't think Civil War is directly in the cards. The Business Plot, or Huey Long running amuck are in the cards but not the Kaiserreich fantasy.
 
I thought Garner was a conservative who disagreed with a lot of FDR's social and economic policies. Huh.
He was a Conservative, he was a Progressive, he was not a Liberal. His main break with FDR came about from the Court Packing scheme though he disagreed with various portions of the New Deal before that.
