AHC: Puerto Rican Independence War

With a POD anytime after the founding of the Puerto Rican Nationalist Party in 1922, is there any way to see the outbreak of a war for independence on the island? If so, how could this come about? Is there any chance of Nationalist success if such a war broke out or would the U.S. Army crush it with ease?
 
Puerto Rico is a fairly small island that would almost certainly be substantially worse off economically if independent, with its residents (many of whom have close ties to the mainland because of the huge number of Puerto Rican immigrants) knowing this.

In other words, it's among the least viable places for a giant, enduring, potentially successful insurgency. The OTL conflicts are about as big as its likely to get, IMO.
 
Is there any way for the Nationalists to see more success and escalate the conflict? Could a more successful San Juan revolt be the first step towards a Nationalist victory? Or maybe changes to American or global politics result in the US handling the situation in Puerto Rico significantly worse than OTL, providing the Nationalists with more support and a better chance?

How about in an ATL where that 'huge number of Puerto Rican immigrants' was barred from immigrating to the US mainland in the first place, with a more restrictive Johnson-Reed Act in 1924 imposing similar restrictions on South American, Caribbean and Central American people to those which it imposed on Asians and Africans? Mightn't that fuel a more powerful independence movement, much as in The Philippines (and conversely, would an ATL where Filipinos were allowed freedom of movement see any real agitation for full Filipino independence at all, or would this have been dwarfed by a movement for full integration and US Statehood/ multiple statehood)?
