The Inconstant Bond. Part 1.

It's definitely easier to go with the idea that the various films take place in different continuities.

As for Desmond Llewelyn as Q, the chap probably went on in a few films too many, he was 85 by the time he played MI6's house gadgeteer for the last time. And if the attempt to replace him with John Cleese as "R" didn't pan out, it's probably because it happened a decade too late.
 
It does feel after the first couple of Felix's they just decided that they weren't going to try anymore.
It's the back and forth that always gets me. First off he's really portrayed as Bond's American equal, then when Lord wanted too much money they seemed to take revenge on Leiter and make him Bond's inferior, bringing him back up near Bond's level the next time, before making him a wholly incompetent comedy character for Connery's last turnaround.

I do really find it amusing too when Felix was due to get his biggest role in years for Licence to Kill they thought people would need a familiar face. Do they go with the guy that they introduced in the very last film as the new Leiter, again portrayed as Bond's sort of equal? No, fans want the real Felix Leiter back: that guy who played him a decade and a half before in a single film. It also gives us the oddest Bond/Leiter relationship where Leiter seems the more experienced, if not more competent, of the two being a fair few years older.
 
They should have filmed the books in order the way they were written. When they ran out.of Fleming film the books by other writers.
