In my head it is where the focus on colonialism was in setting up "European monarchs" over states rather then saying colony. So for this world the volume of nobles is much higher. Like 17% of the world is a noble of some kind.

Something tells me that one's probably going to be both horrifically racist but also actually a pretty fair depiction for the time period.
