French Holy Roman Empire

In the centuries between the coronation of Charlemagne on Christmas Day 800 and the reigns of Otto the Great and Henry the Fowler, the institution known as Empire was in a state of flux, as were the lands of the Carolingians. With time, Frankish Succession Laws and interfamilial disputes brought down the erstwhile replacement for Rome, and while Odo and Hugh Capet led West Francia down the path that would one day end in France, the Imperial Crown passed to the Kings of Italy, and eventually to the Kings of Germany, becoming intertwined with the histories of the Hohenstaufen and Habsburg dynasties, and of course, with Germany itself.

But what if Frankish Succession had gone a bit differently? Or if the Kings of Italy had not been in position to claim the Imperial Crown?

Could Hugh Capet have become King of the Romans and Emperor of the West, or some other West Francian King in lieu of the likes of Berengar and Otto?
