If post-British Hindu India ended up balkanized (with a pre-WW1 POD), which presidencies/states would have the highest chance of pulling a South Korea?

Kerala and Tamil Nadu are two bets of mine. Also, with a balkanized India, what would happen to Portuguese Goa?
 
Kashmir state (includes Ladakh, Gilgit Baltistan and Jammu) and Greater Punjab (which includes Delhi, Himchal, Khyber-Pakthunwala, parts of Uttarakhand) are the most likely ones, in the North.

In the other parts, Gujarat+Maharashtra (Bombay), to which Goa might join, might not pull off a full South Korea, but somewhat like a Greece or Bulgaria/Romania/Croatia (semi developed countries). Same with Kerala. Other Southern States and Bengal can reach the level of Turkey, easily, but South Korea, not sure. Maybe they can become full developed countries in the Solar and Nuclear Power era.

However, there could be dark horses in the Northeast.
