AHC: Prevent the Kowloon Walled City from being torn down

Have the Kowloon Walled City not be torn down up to the modern day with a PoD after around 1950 or so.
 
As cool as this would be it is probably inevitable to have experienced at least massive remodeling, the place was up to no building codes.

So what you need to think about is how to get a surrounding government uncaring of building codes. Anarcho capitalist Hong Kong, anyone?

Alternatively, you could get a China that picks a fight over the de jure sovereignty over the place, blocking HK's efforts to demolish it.
 
The city was made because it was essentially a loophole where both the British and the Chinese couldn't really lay their hands. So as soon as those two countries come to any sort of agreement, it is over.
 
Pretty much. Or just stop Hong Kong's return to China or something like that. After the deal was made, the Chinese and British agreed to take it down.

My instinct for this is to simply have the Cultural Revolution keep escalating and the chaos of the late 60s never really being reigned in. It was bad enough in OTL for Red Guards to sack and burn down the British embassy in Beijing, and to incite agitators to launch violent riots and bombing campaigns in Hong Kong before Zhou Enlai himself stepped in and ordered them to stop. As long as you stop both sides having any room to talk, all that will keep indefinitely getting kicked down the road.
