Yes, and celibacy in general is viewed as being lesser to marriage except for Sufi orders

I can see a state giving support to said Orders for ideological reasons, but a state-run by them would I think rapidly turn out to be neither celibate or asectic.

Doing more research, I find that most Orders are actually not celibate
