WI: The Committee of Public Safety manages to negotiate a peace?

By the initiative of Saint-Just, the government was declared revolutionary until the peace. Which meant, if I understand the context of what he meant correctly, the harsh authoritarianism of the Committee of Public Safety is excused until the enemy has been defeated, which was close to happening IOTL as, after Fleurus, there were no more enemies in French territory.

But what if the Committee of Public Safety managed to hang on for longer than they originally did? What if they managed to get to the point of negotiating a peace with the enemy? What would the government be like in that scenario? Would the Law of Suspects be torn down? How soon until they can take the 1793 Constitution out of the oak chest and actually implement it?
