Thing is, unlike with Iraq, the US have friendly relationships with neighboring countries that could participate in the invasion.

What are Kuwait, Jordan and Saudi Arabia, chopped liver?

And, for that matter, Turkey is a NATO member, and much more friendly then than now, though it did refuse to participate or directly support the Iraq invasion.
 
If you’re just concerned with having an invasion of Sudan rather than it being Bush specifically, a Gore Presidency seems more likely to go through with it. Less receptive to the same hangups about the Gulf War that Bush specifically and the Republican Party generally had, more focused on humanitarian intervention (especially if Holbrooke winds up in Foggy Bottom) and less on oil supply... not more likely than not, perhaps, but it seems like a possibility, especially if the administration is worried about seeming soft on terrorism.

I should have worded my post better. Unlike with Iraq, the US has allies wiling to participate in the nvasion. Only Kuwait provided any support. Jordan, Saudi Arabia and Turkey refused to provide any support for the invasion.
