Spanish Oran

What if Spain had not ceded Oran to the Bey of Algiers in 1792? How would this affect the French colonization of Algeria? Would Spain be able to keep it until the present day? Would its relationships with Algeria be as bad as its relationships with Morocco?

Whilst I'm not familiar with Spanish history in the 1800s, I'd hazard a guess to say that a Spanish Oran could make earlier moves in North Africa tempting once their empire in the west falls, though that would require an appetite from the court to actually bother.
