This is a very goofy topic, but I'm legitimately curious as to how lawnmower racing could become an international, televised, prominent sport.

Probably the only way to do it is to have some celebrity or tycoon spend a huge amount of effort "pushing" it. That and/or having it appear as filler content that gains a growing niche following.
 
One of the early UK matches - sponsored by Esso! - had Savile come third. If he'd come first, that might've given it a bigger early bump, make it a fun silly story that can build. Then yes, a tycoon or rich figure coming in like Vince McMahon turning American wrestling into a huge televised national event from regional territories would work. (Better hope it's not also Savile...)
