allow bulk "private" conversations?

So when sending out the link to vote for leader of SLP, I realised that you can only PM up to 5 people at once. I realise this is an anti spam measure, but also imagine that will be picked up elsewhere, and that it will be the exception rather than the rule to send out bulk PMs...

So I wonder assuming it's possible to relax the restrictions, would people want to?

For the Parliament Project its a pain, as any party larger than 5 is immediately forced to pre-select players.

Lifting it to 10 might be a good solution, or potentially abolishing it.
