1820s US Presidential Election Amendment

Whilst reading Edward Everett's Wikipedia article, I noted that a speech involving slavery that would dog him for the rest of his career was actually part of a debate on an amendment intended to avoid a repeat of the 1824 presidential election, which obviously did not pass.
Does anyone know what this amendment entailed and what could have gone differently?
 
Reading through, it seems to envsion switching to election for the president by district for some reason to solve the problem of a four-way or similar tie devolving on the house...although as described it makes no provision for a plurality vote.
